reverted to my proposal, but removed unneccissary paramaters as per consensus. parameters still on 'url' because it can often include '='

reverted to revision as of 08:53. See talk (I would like to discuss revision 11:07 first before applying it)

rv to last SEWilco to restore date format for user preferences. See existing Talk about dates. Read warning about understanding before changing.

There is no point to wiki-linking the date in a reference. Nobody is going to be checking what historic event happened the same day you accessed a file. It creates too many red links.
m−8
rv AzaToth's changes because it displayed uppercased parameter names as defaults. Didn't examine other changes; discuss in Talk before trying something so we know what to Think about.

What do you think?
+203
Square brackets re-introduced so that user preferences work again. Spurios comma and space removed, again user prefernces take care of it.
