It will probably be easier to import all these images here (see [https://www.mediawiki.org/wiki/API:Upload#Uploading_from_URL MediaWiki API page]). I think that you are a much better programmer than I am, so if you could make a script to import all pages and upload all flags here, that would be awesome.
