Feminine of center is a queer feminine identity or gender expression. The Safe Zone Project says that feminine of center individuals are "people who present, understand themselves, and/or relate to others in a generally more feminine way, but don't necessarily identify as women".[1] Not all people who are feminine of center will present in a feminine way.[2][3]
History
The term "feminine of center" may have derived from "femme of center", a self-descriptor sometimes found in lesbian personals ads in the mid-1990s.[4]

Back in the mid-90s, 'butch of center' was a not-uncommon descriptor in lesbian personal ads, at least where I was looking ('femme of center' was also used, but not as often).
